What did Congress just propose for truck parking?
On 5 October, the Build America Caucus released a report of recommendations aimed at speeding up infrastructure projects. The caucus is led by Reps. Josh Harder (D-Calif.) and Celeste Maloy (R-Utah). For truck parking, the report calls for faster project approvals and more flexibility for states to build new capacity (Transport Topics).
One proposal targets interstate rest areas. Federal law generally prohibits commercial activity at those rest areas today. The caucus proposes letting states allow it at rest areas facing severe truck parking shortages. Supporters say the approach could add parking capacity without new federal spending (Transport Topics).
These are recommendations. The proposals could be introduced as legislation in the next Congress. None of them is law.
A separate bill is also in play. The BUILD America 250 Act passed the House Transportation and Infrastructure Committee in May and would create a grant program for truck parking. It has not had a vote by the full House, and the Senate has not released a companion bill (Transport Topics).
How big a problem is truck parking for drivers?
Big enough to stay near the top of the industry's list. Truck parking ranked No. 4 in ATRI's 2025 survey of top trucking industry issues. Among respondents, 37.3% supported dedicated federal funding to expand parking capacity at freight-critical locations (Transport Topics).
Drivers widely complain about finding a place to stop at night. Lots fill early, and a driver who keeps rolling to look for an open space spends time that should have gone to driving or to rest.
The search costs drivers in two ways:
- Productivity.Time spent hunting for parking comes off the clock, and stopping early to grab a space can cut a day short.
- Safety.A tired driver still searching late at night is a risk on the road, and so is a truck left on a ramp or shoulder because the lots were full.
When will new parking actually show up?
Not soon. The caucus report is a set of recommendations. The grant bill has cleared one House committee and has gone no further. Even after a bill becomes law, money has to reach the states and projects have to be built.
Nobody can put a date on new spaces yet, and this post won't guess. For planning purposes, assume the parking you can find today is the parking you will have next year.
What can Houston-area drivers do right now?
Drivers can't add spaces to the I-10 corridor. They can make the nightly search shorter and less risky.
- Plan the stop before your hours run low.Pick where you will park while you still have time on the hours-of-service clock, not when you are down to the last few minutes.
- Know your backup spots.Have a second and third option on your route in case the first one is full when you get there.
- Don't rely on shoulders, ramps or retail lots.Parking there risks tickets and theft, and the cost of unsafe parking adds up fast.
- Consider a monthly spot near home or your lanes. If your runs start or end in the Houston area, a monthly space means you stop searching for a place to park every night.
A monthly spot does not fix the shortage on the road. It does take one search off the list, the one at the end of the run when you just want to shut the truck down and go home.
